I must disagree with that, despite the rise of feminism in the US since the 1970s, there has been a rise of masculazation (sp?) to compensate for it.
As for bullying builds character, what character? Unless you're mean most bullies will have a rap sheet when they become adults. And unless you mean the victims of bullying become depressed, suicidal, conformist corporate whores for the latest celebrity, going postal (read:almost every school shooting), become loners, drop out.
Bullying is a mechanism of conformity, and since it involves a variety of actions that would be considered criminal offenses outside public school (harassment, assault, etc), it should be called what it is.
Bullying needs to be prevented by the first place anyway.
