Anonymous atk (USA)'s public school system?

The current system is, to say the least, problematic.
Should there be a national movement to improve this?
What could be done by the masses to cause change?

The masses that can afford it, are already invoking change, by resorting to home schooling, private schools, and other alternatives like charter schools.  Naturally, the NEA is against all these options.
