Being attracted to flat chest means you are probably a repressed homosexual and you view children as a way to vent your frustration.
It could also be that you view children as more accesible because you have anxiety issues, pedophiles tend to have anxiety and although in some cases this may be an effect of being a pedophile there is that causal link. The only evolutionary incentive to inseminate girls would be the same incentive to rape, dehumanisation and anxiety go hand in hand, if someone feels powerless they feel comfortable when they finally have power over someone else. The innocence and weakness of a young girl may be the only way a person can imagine sex and after doing this excessively they may also fixate on elements of a child's body they find attractive to the point where they find it more of a turn on than a woman's body.
In the loosest definition of the term everyone is a pedophile, everyone is essentially a drainpipophile, if you locked yourself in a jail cell with just a drainpipe and made yourself fap obsessively over it for a few months you will develop a drainpipe fetish. The question is whether someone is intelligent enough to introspect and understand why they are attracted to children without letting their emotions interfere with reason.

My conclusion explains all factors. Voyeurism is risky and generates adrenaline however there are 100s of ways to achieve this, if a person cannot determine why they prefer fantasising about spying on teens having sex then they are likely to develop a pathology. If they are in control of their fantasies they will recognise it's the adrenaline that makes the experience more pleasurable and seek out more effective/constructive ways of inducing it. People who have problems forming relationships tend to be obsess and fail to understand that there are a million things you can't have, but there are a million things you can and you are better off focussing on what you can have.
