Ideology (lying) aside, is it because we're talking about people who, deep in their hearts, believe that human thought is a consequence of souls rather than neural computation? Since all souls have the same (magical, ill-defined) properties, clearly everyone is really alike, and differences in performance must be the result of social influences?
The funny thing is, extermination plans involve the use of people who themselves are on the low end of the scale.
