Foreign aid groups have given money and food to Africa in the hopes that they will pull themselves up by their own bootstraps and start small agrarian communities that evolve into cities. This method lacks efficiency as money gets diverted to the wrong people, and those that are fed are not always the most productive in society.
It seems the more efficient method is to allow megacorporations such as in the US to operate in Africa, including factory farms, factory produced food, factory produced consumer goods, industrial goods, pharmaceuticals, etc. These large businesses are given the stigma of evil and greedy capitalists, yet they give society everything it needs conveniently in the retail market, streamlining production to get rid of inefficiencies in small business.
This hasn't been done so far because of economic and political stability, but operating these businesses in a risky environment can create a stable environment later on. Though business would operate at a loss initially, currency would start towards deflation as money adjusts to the new supply and demand curve, while citizens would have factory jobs to replace the largely ineffective family business ideal, and production would meet the needs of the increasing population.

The point is that intelligence can increase with social improvement as long as society has adequate resources to support itself. A child left on its own without parents or human contact will become feral and act like an animal, and its brain will develop less than someone who has had experience with language and interaction. Given an environment of low education, people will grow to be less intelligent. But all other parts of society need to be developed as well, from utilities, construction, food and water, laws, and everything else you would expect of a first world country. From there, the intelligent, educated, literate black person in Africa goes from 1/1,000,000 to 1/100,000, 1/10,000, etc. Think of it as generating Booker T Washington's per capita.

The real question as I see it should be; is going from third world to fully devloped without the stepes in between really healthy. I believe that without the growth over time they will forever fall back to being a third world socity but with out that skill set.

Some African countries have second world developments such as restaurants, bars, paved roads, cities, traffic lights, phone and cell phone service, Internet cafes, and food markets, comparable to India or South America where distribution of wealth needs to stabilize.

Africa will be the new Asia. After Asia is sufficiently modernized it will be too expensive to produce goods there. Eventually companies are going to have to shift their production to Africa as it will be the last place in the world to find cheap labor.

The problem was/is runaway growth. That's why many African countries were actually better off during the colonial years, since growth (though abusive and somewhat poorly managed) was nowhere near as corrupted as it was following the creation of the new national independant governments.
Very little can be done even if Africa does substantially improve because it'd take them a very long time (~100 years) to catch up with the developed world, which in most cases is still moving forward

Sadly, while corporations would be marginally less corrupt than many African governments, the end result would be extremely problematic for the home nations of those corporations.
Corruption and tribalism on these scales are the cause of difficulties in many parts of the world where Americans thought we'd move in and liberate people. Not surprisingly most of them are countries which were created by other people as a piss-poor attempt to solve those problems.
Instead of telling us what ought to work according to your dogma, show us a successful historical example preferably from the 20th century.
