Ways Japan can circumvent Article 9

of the constitution without repealing or amending it:

1. Create a nominally independent microstate, enter into a security treaty with it, allow Japanese citizens to take up dual citizenship with the new nation. Allow new and existing SDF personnel with dual-citizenship to establish the military of the microstate. Voila!

2. Give independence to Okinawa, federate with it, set up federal military. Japan's 'state'  constitution does not apply at the federal level.
