Brazil- fund it?

I want to build a wall with observation outposts placed every 200 meters to cover the perimeter of the tropical rainforest, while getting government cooperation and police to monitor anyone trying to cross the border, as the forest becomes a designated wildlife preserve, with scientists and authorized personnel being the only ones allowed to get in.

So? There is jungle in Africa. Kill the Africans and we can replace their farmland with jungle. That would be more humane than depriving humans of farmland.
