White people did inoculate black people with aids in Kinshasa, Congo with the strain they had discovered in one woman in the area. They did this to study her disease, this was some time mid 20th century I think, a little while after Kinshasa became Kinshasa again after it was Leopoldville under rule by King Leopold of Belgium... aka subjugation and slave labor and mass murder in the name of turning them into "civilized Christians" in the press at the time.
And we have turned people more sexual with White-man-style advertising (i.e. to Freudian-style mind tricks--selling you a hot girl on TV, not a beer from the gas station's cooler) in the richer nations, and those nations have used power and wealth that exists from their blatant colonial past to win in today's economy, leaving Brown People poorer in monetary and educational/cultural terms, and thus more likely to engage in risky behaviors including unprotected sex and IV drug use, and therefore more likely than White People to get the HIV and then Full Blown AIDS. And they get it earlier (as it spreads) and they get less treatment (cause they are poor) so they suffer more and die more than White People, all as Science plods toward a cure.
It's not a conspiracy per se, it's just Uncle Tom's Ghost and his grand-nephews and nieces who get elected to public office due to our shitty media, education, and campaign finance structure.
