1: Use proper scientific analysis of recent statistics, to a functional degree of accuracy, to determine the national minimum requirements needed for a child's education. For instance providing room conditions as outlined by the report, a teacher with the minimum qualifications as determinned by the report, the maximum class size, the maximum materials 1 child reasonably needs etc..
2: Determine the cost of providing the minimum requirements for each school, subtract this cost from their budget and distinguish them from extra costs.
3: Compare the figures for extra costs with those over the entire administrative area's schools.
4: Distinguish between extra costs which are educated related and extras which are not.
5: Subtract all reward costs and all education related costs from all schools and distribute them according to their effectiveness in increasing success rate.
6: Publicise all the findings and calculations made.

The success of this system depends on proper scientific method and it's level of complexity, before you whine consider whether the problem can be solved by simply including the factor in the managerial decision making process or whether it is inherant in the system. Also bear in mind that market forces could not be used as this involves state schooling.
