Your attitude is the typical American one that is so uptight about sex that a lot of social problems result: "Promote birth control and start demonizing kidsex." Of course, you religitards (Christianazis) will never accept that.
Sexual development is an ongoing process, a person first learns when it is appropriate to hug and kiss and be hugged and kissed, then to grope and sleep with someone in their underwear etc... By the time someone is 12 they are still sexually developping, but they have developped at the point where they can make mature decisions about sex. At age 12 most people are finnishing off their sexual development, for instance when I was 12 I didn't know how turned on I could get by little cute women but I certainly knew the proper procedure for getting laid without being charged with rape or indecent exposure.
I said the line drawn at 12 is arbitrary ... and it is. You are still assuming that people don't become mature about sexual decisions at a young age. Some attain that at 9. Others never attain it. From even casual observation, mature sexual decisions are largely promoted for most of your childhood. Shouldn't the line then be drawn before 12-13?
