Sexual development is an ongoing process, a person first learns when it is appropriate to hug and kiss and be hugged and kissed, then to grope and sleep with someone in their underwear etc... By the time someone is 18 they are still sexually developping, but they have developped past the point where they can make mature decisions about sex.
