Your statement falls into the realm of "opinion". There is great precedent in the law for considering execution (and at least tattooing) cruel and inhuman. Several states in the US don't do it for those reasons. Those who do have generally moved on, using injections since electrocution was considered ... waaaaait for it! ... cruel and inhuman.
