If anyone really wants to catch OBL, you might consider waiting patiently by his mailbox in Saudi Arabia, where he picks up his CIA paycheck.  The French press reported (as was blacked-out in America, of course) that the CIA met with OBL in Dubai in July 2001.  At that time, he was wanted for his direct involvement in the 2000 bombing of the USS Cole, as well as more peripheral involvement with the 1998 bombings of African embassies.  So, why did the CIA meet with him and not arrest him?  He was in Dubai allegedly getting dialysis done, so it's not like it would have been difficult to slap cuffs on him.  Sheesh.
