corn producers lobby for corn-ethanol projects -> the demand for corn increases -> corn-starch increases in price due to the higher demand for raw corn -> corn-starch which is used in everything from finished products to animal fodder will increase in price.
there are alot of other ways to make ethanol though, just need to make it out of things that aren't already used as food resource.
