Actually, anarchy is based on the idea that, rather than some high-up crapheads who have only seen the world from the window of their limousines creating international laws that have to apply for every society regardless for their cultural, genetic, religious, enviromental differences, all the societies would be allowed to shape their own laws based on their own laws. Though the idea wouldn't probably work too well in real life, at least not now.
