It's easy to see why, the resolution states under point 14 nothing mentioned in the resolution prejudices the right of people to struggle against racist or colonial regimes or foreign occupation. Racist and colonial meaning South Africa (friend of US and Israel) and foreign occupation obviously meaning the occupied territories, so the US and Israel voted against it; the world's leading terrorist state and its client-state.
