Could hardcore fascism help reduce crime?

In the projects and other low class areas crime is just too rife for the people there to do anything about it if they remain divided. If we unified the working population there under fascism and started spreading strong family values and fascist ethics we could easily cleanse the area of drugs. There could be youth camps where kids can gain exercise and extra education in particular humanities so they can learn who the enemies of the people really are (gangstas, rappers etc..) and that they must be the object of their hatred. For males aged 16 and above they can apply for membership as community officers under the police who are given extra powers in performing citizens arrest and work part-time keeping peace on the streets. If community officers prove themselves to be effective they can be promoted to work in equal rank to a police officer and will be supplied with weapons.

Well, according to the dictionary, centralization of government power, and stringent socioeconomic controls are two marks of fascism.  Both of these involve giving power to the government.  For example:  when you say you want to get rid of the fourth amendment because people's right to privacy doesn't allow Big Brother to breathe down their necks and make sure they aren't doing anything wrong, you are talking about increasing government power.  When you talk about stripping people of their rights to property in favor of a more powerful government, you are giving the government more power.  When you talk about increasing regulatory measures and appointing bureaucrats to regulate the private activities of businesses and individuals beyond what we currently have, again, you are talking about expanding government power.  When you say you want to ban all firearms and establish government agencies to make sure nobody owns or can own firearms, you talk of expanding government power.  Such policies fall under the categories of "stringent socioeconomic controls" - fascism by dictionary definition.
