Black community catch 22.

Case 1: There are high crime rates in the black community.
The man's prevailing opinion: The black community requires high levels of law enforcement.
Black community's prevailing opinion: The man is doing nothing because he's racist.

Case 2: There is a disproportionate amount of blacks in jail.
The man's prevailing opinion: This is the result of high crime and high levels of law enforcement in the black community.
Black community's prevailing opinion: This is the result of the man oppressing the black community with high levels of law enforcement.

The black community's synopsis:
As levels of law enforcement increase, oppression increases and more innocent blacks are sent to jail whilst the man is praised for putting down the black man.
As law enforcement decreases, more black kids turn to drugs and live a life of crime instead of going to college whilst the man fills his pockets with the money he's saved.

The man's synopsis:
As levels of law enforcement increase, more black criminals are sent to jail, there is less crime and the man is declared racist for there being a disproportionate amount of blacks in jail.
As law enforcement decreases or more black criminals are allowed to stay on the streets, the amount of blacks in jail decreases, there is more crime and the man is declared racist for not doing anything about the crime in the black community.

Conclusion:
If the man is providing a highly efficient level of law enforcement and cannot possibly do any better, then the reason for high crime and high incarceration rates in the black community is not due to racism.
If the man is providing a low level of efficiency in law enforcement, then more innocent blacks will be sent to jail and more crime will occur directly due to negligence, likely due to racism.

Education is certainly the key.

Education really opens up people's minds to different ways of life in this world, simultaneously increasing money the person earns. If children find out they don't have to live the way their parents do, and there is so many different things they can do in this world, maybe they will live their lives differently. Plus if they earn decent pay, there is really no need for crime.

However, young children usually don't like to study, you really need adults to force it on them. And their parents don't do that, then school teachers should.

But with current No Child Left Behind Act schools in poor neighborhoods where children don't perform well get budget cuts. What they should get is more money and more good teachers.
