Recently in the senate, some legislation was introduced that would have regulated grassroots lobbying groups such as the ACLU, the NRA, GOA, etc.  An amendment was offered by senator Bennett(R) that would have fixed the segment of the legislation in question to prevent potential damage to the first amendment rights of the people.

The following senators voted AGAINST the amendment offered by senator Bennett(R) that is currently defending the 1st amendment rights of grassroots political organizations such as the NRA, the ACLU, GOA, etc (http://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=110&session=1&vote=00017).

"To try to influence the thinking of legislators or other public officials for or against a specific cause"

So really, anyone who so much as emails their legislators to give their opinions is 'lobbying' by definition.

Normal people don't think of it that way. Lobbyists are big organizations that influence the legislators, usually for corporate interests. While there are some exceptions like the ACLU and NRA that are the common man, most lobbyists are the devil incarnate and want to destroy the Internet and make you pay through the nose by destroying things like net neutrality and have the DOJ bust down your doors for using animu torrent sites.

So if I see some legislation to legalize pot come up, and I say to my a friend:  'hey, there's legislation to legalize pot up for a vote soon, write your representatives!', I am a lobbyist.  This line of logic means any number of political organizations such as the ACLU, the NRA, GOA, NRTL, NTU, etc, would all be considered 'lobbyists' and would then be regulated under this stupid legislation.
