Why Is CP Illegal?

Until the late 70's you could buy CP over the counter in California, and probably other places. WTF happened? If it was OK then, why is it not OK now?

Children are idiots but I did know some kids who did like sex-play (namely, me). I think children should be allowed to do things to each other but not anyone older than, I don't know, 13 maybe.
