Any explosion of sufficient size will contort into the shape of a mushroom cloud. The reason that nukes are recognized with that shape is that they're the only militarily feasible explosives capable of producing such a large explosion. However, with the stigma attached to using nukes, many military imperialists have been forced to put more and more money into the development of expensive non-nuke means of attaining a comperable sized explosion.

The MOAB creates a mushroom cloud. It is not a tactical nuke, and is, in fact, a conventional bomb, albeit a large one.

The hot gas rises quickly in a column, fast enough to appear unaffected by the wind. When it cooled and reached a certain altitude where it is the same pressure as the air around it it stops rising and expands in all directions at that altitude. As it expands it cools further and dips slightly giving the cloud a characteristic mushroom shape.
