She became president of the US through some insane means? This is mostly hypothetical as she cannot.

Assuming some ridiculous chain of events put her into the position of president, like most people who really aren't qualified to be president (ie. George W. Bush, Ronald Reagan), they'd just appoint a lot of relatively qualified cabinet members and advisers, who also share similar political views as they might.

In Cindy Sheehan's case, she has enough popularity to technically hold her own in an election, quite possibly as a representative. I still don't believe that she would win, though, as she's been in the public eye for awhile now, and the Republicans would have a field day slandering her. Assuming she's actually be able to win, she'd have a long ways to go to get into a position to even be President, and that would only be after a whole ton of people in higher positions die in sucession.
