Free to Choose

i'm not exactly clear on how the american fed works, but the way it works here is that the fed is seperate from the government, it has a certain amount of money with which to buy/sell currency, and in times of monetary calm, the profit it may make from buying/selling foreign currency goes to the state coffers.
Apparently the surplus the american fed makes goes to some private person?
