Tax on Masturbation

What a great idea! People shouldn't be masturbating anyways.

This is a good idea, but to be implimented, we'll need to install video cameras in everyone's bedrooms.  Then we can monitor everyone and make sure they aren't wasting time masturbating that could be better spent working... so they can be taxed to fund programs for the betterment of the community.
