-What is the relationship, if any, of freedom of expression to representative government?

"What is the relationship, if any, of freedom of expression to representative government?"
The government should not have the ability to revoke laws which permit freedom of expression. Central government, the police and military should remain seperated and must be heavily infiltrated by ordinary members of the population.
