This stereotype with Mexicans is mostly based on the fact that a majority of Mexicans are Catholic. Catholics (no matter what race they are) don't believe in birth control. Therefore, they will not use it when having sex, which will result in pregnancies and the subsequent children.
That has nothing to do with abstinence. Abistinence is not a valid form of birth control. Abstinence is something used by religous and social conservatives as a guise to promote their beliefs on more than just the people that show up at their megachurches.
People need to get it in their head that a ten dollar box of condoms is worth it, when it comes to the alternative of getting STDs or getting someone pregnant and essentially ruining your life and theirs as well.
And chances are if you're on 4chan, you're not too religious anyways.

50 years ago and in some countries women who did not have a husband to look after them will most likely not have the nutrition or medical assistance needed to give birth properly and may die or have malnourished children who grow up in poverty. This is why sex before marriage was considerred evil. Nowadays with contraceptives it isn't bad, but if you do not use proper protection, do not have sex with several strangers before going to have a check up or decide to have kids without ensuring you can support a child you are doing something evil.
