There are too many innocent people in prison, and those whom only did really minor crimes. Something has to be done.

Lol, wtf? What are you smoking? Tyrant is a ruler that rules with iron fist. He maybe for good of his people, but he maybe also selfish bastard. Dictator however is ruler with an absolute power. All the dictators seemed to have been tyrants, but not all tyrants are dictators.
