Well I think it really depends on the government of the countr ythey are from. There is nothing wrong with people crossing the Canadian and US border as they want, there is no point in turning the border into an economic choke point. However since Mexico is a tyranny we should place restrictions to ensure that the Mexican government does not use guest worker programs maliciously. For instance not allowing guest workers to gain citizenship after working here for a period of time.
