Whenever a legislator votes for the state to go to war, that legislator must then exit from their office and go to serve on the front lines of this war. The exception will be only when a foreign nation has already attacked us first.
The idea behind this is that war is a last resort. Whether it be a pre-emptive strike or just a land grab, a politician must belief in the war so strongly that they themselves are willing to give their lives for the cause.
