The key words here are "against criminals." The police should have no such rights for use against the law abiding... ever.
Next, we have to stop violating the constitution & bill of rights.
Gun control needs to be stopped dead in it's tracks, and then what we have should be repealed.
Next, all this stupid NSA surveillance and searches without warrants from Clinton, Bush, and Carter, just has to go.
I think that would be a good start.
