If there was an organization that governed itself, and treated its members as a pseudo-government with no physical borders, what could the official government do to bring it down? What if the civilians were organized into their own police and military- how would the official police and military react? What about making changes based on the internal laws of the organization by its own authority, but not by the official government?
For example, actually building a wall on the Mexico border and ignoring any US authority that tries to intervene. Or setting up an independent police-like force that arrests criminals in cities with no authority in the official government. People that bust drug labs, clean polluted areas, renovate slums, and provide for the needy.
For example, during Hurricane Katrina people were turned away because they weren't "authorized" to give food. Others were turned away because officially they were not allowed to carry weapons, even the police. Now say an organization walked in anyway, gave food, and carried weapons. It's justification is that it acts under its own authority. It is an independent body, and it has willingly broken a law in place by the official government. The organization is willing to defend its own rights based on this independence, and is willing to administer self defense.
