Sure food, shelter, and other essential needs are certainly necessary for a culture to exist peacefully. But when you don't have anything to do like watch movies, play video games, listen to music, read comics, or play sports, and all you have is four walls and a starving family, it's a lot easier to dedicate your time to bombmaking and overthrowing the government. Sure basic utilities and health are also up there, but even the suffering and impoverished get extremely bored. What countries need distractions in order to quell the masses?
