Bums and addicts need jobs too

The homeless are often told to get a job.  This relies on the following assumptions:

-Someone is willing to hire them
-They can perform their job well enough not to get fired
-They aren't mentally or physically impaired
-They can have an attitiude conducive to the work environment
-Substance abuse doesn't get in the way

Assuming none of those are true, what are some job choices for the homeless?

If they can`t live on their own, they need affordable (and good) group housing with easy access to a place of employment.  If they're addicts and they slip, then they need to know that type of behaviour won`t be tolerated in their group housing.

In that same vein, if they`re not willing to work, then people shouldn`t feel obligated to help them.  They CAN help them, but it shouldn`t be necessary, vis-a-vis a welfare state.
