Bums and addicts need jobs too

The homeless are often told to get a job.  This relies on the following assumptions:

-Someone is willing to hire them
-They can perform their job well enough not to get fired
-They aren't mentally or physically impaired
-They can have an attitiude conducive to the work environment
-Substance abuse doesn't get in the way

Assuming none of those are true, what are some job choices for the homeless?

I watched some news show where they went around offering homeless people $10 to do an hour of some kind of labor entense job - like garden work and roofing to name a couple. I don't remember the numbers - but it was something like every 11 out of 12 would NOT accept. $10 for an hour of work is a pretty good amount for someone with next to no experience and who looks as shady as alot of these people looked. Many - not all - homeless people are just unmotivated and apathetic.
