I don't understand how Americans can be so apathetic and watch idly by while their civil liberties are being chopped to the ground.

coz they're too dam lazy to do anything about it

That's really what it boils down to, unless it directly effects them, (I.E. find out their cell phone was tapped or goverment agents broke into their house when they were gone) people don't give a shit.

It's desensitation and aptahy.

Okay, whose civil rights are being affected?  What can I not do now that I could do before?
