Why didn't the inhabitants of Africa develop intensive agriculture like the rest of the world?

Frozen steppe peoples
Terrain = worst on the planet next to deep ocean and Antarctica.
Achievements = Surviving on that terrain is a feat in itself, let alone prosperring. Conquerring China and the Khwarazmian empire, developping land trade routes before industrialisation, literring the landscape with various temples, monasteries and monuments. Developping their own system of writing and extensive bureaucratic government capable of orderring huge areas of land and numbers of people.
System of agriculture = Subsistence, nomadic and with livestock as staple food source.

Sub-saharran Africans.
Terrain = 100s of square miles of hot wet fertile jungle that can easily be slash burned to provide farmland. Thousands of miles of plains lines with rich river valleys and annual flood plains. Some of the richest and easily accesible mineral deposits on the planet, lines of ancient volcanoes in north east central and south Africa.
Achievements = Mainly in colonial areas or borderring the saharra (not due to indigenous activity). The city of Zimbabwe is not an achievement, it is minimal in comparison to even minor backwater cities in empires which existed 1000s of years before the Zulus.
