What are the chances? I never admitted fault to the officer and the ticket was given to me in a construction zone...

They don't pull those numbers out their ass, you know? At least where I live, they consider friction (including effects of weather), momentum, angle across the road, traffic, population density, and a bunch of other things. Contrary to what you may think, the government can actually lose money by making the limit too low, since it helps reduce market efficiency (try getting to work, or moving shit across the country).
