Why do people have the right to talk?

Someone comes up to the street and talks to you.  What gives him the right to speak?  What gives anyone the right to talk to you?  Why is someone just allowed to talk to you, and why can't you sue them for bothering you?

No, there just needs to be a neutral word that means "stop talking" without being offensive to anyone.  "Mu" would be a good choice except people would start calling you Mr Cow.

1: Tell said person to shut-up and you don't want to listen to him/her
2: Just not listen and ignore him/her compleatly.
