If that is what he meant, he would be right, if only because black people account for a percentage of crime. Of course, in the case of their death there would be an astonishing amount of bankrupticies among businesses that had hired black people.. So in that way, poverty would increase.. Leading to an increase in crime.
Furthermore, if the black race had not existed altogether neither would the United States.

Soon as they're born, the parents will shift support entirely to the system. See: Bible belters. They have lots of children, have more than enough money to care for them all, have more than enough time to care for them all, but would rather let the state raise them in every aspect except for their belief system, which they shift to a local preacher instead of interpretting anything themselves. And what do they do with all this free time they now have? NASCAR. NFL. Baseball. And working like slaves to get more money to purchase things related to their favorite sports. The crime rate would definately go down in about 13,14,15 years if you were to abort every black baby starting now. That can't be said for whites or asians because they have a low crime rate.

You're assuming that past performance is indicative of future performance. Just because there's more black criminals than white criminals at one point doesn't mean they'll always be such. Culture is getting more and more homogenized with each subsequent generation, soon it'll likely be the same crime rate whether you're white, black, or miscellaneous.

Your argument is sound even if the proportions you used were way off. If 4/10 whites commit a crime (which is way off anyway) then I'd say the ratio of blacks committing crime would be at least 9/10. Look at the prison population; 70-80% black. How many incarcerated asians we got? 10? 12?
