I don't think anything constitutes evil in the sense that you can say "anything that meets these qualifications is evil", until you get to the point of hyperspecificity, wherein it is useless as a descriptive term.
Nor do I think that people or things are good or evil, only individual and discrete intentional acts can have moral attributes.
