There's an old saying:  "A fish stinks from the head down".
So does this.

America is at War.  A Legaly Declared State of War.  And in a time of War someone screwed the CIA out of the front company that Ms. Plame "worked for" and compromised multiple cases.  The CIA asked for a criminal investigation.

All fingers point to Carl Rove and Robert Novak.  In fact those two are pointing at each other.  It's strangely like /b/, but I digress.

My point is that Rove looks like a source but to borrow a line I remember well:  "What did the President know--and when did he know it?

The law is clearcut--and in time of War, severe.  You get to chose, hanging or the needle.  So, how high does this go and how hard do they have to come down on this?

Congress has not officially declared war since World War Two.  All that congress has done since that time has been to authorize 'police action' or military action, short of a formal, actual declaration of war.  One need not declare war on a country; the constitution can be read as granting the power to declare war on any hostile group or persons.  Immediately following 9/11, I said that the United States should formally declare war on Al-Qaeda. (and knew that they wouldn't).  Perhaps they had exactly these sorts of dirty tricks in mind in their reticience to set up a formal wartime...
