Why aren't smart people elected?

Instead of relying on charisma, why not have Presidents based on intelligence and knowledge?  Someone who has a masters or professional degrees, has written papers and books, and is just a really knowledgeable guy?  Rather than, um, someone who's not.

The world had no business in his personal life in the first place.

"Did you fuck that woman?"
"Uh, well, yeah totally! Like, I don't care this revelation will hurt my wife, even if it's my fault!"

This is much ado about nothing. It's an utterly pathetic statement about politics that something so irrelevant tied up the government.
