Because it only restricts the most dangerous blades that can easily do fatal harm to someone if used against them. In most sane areas of the US, this has almost always been the case. Much smaller non-fatal blades are still fine to use, however. In practice, pepper spray should be used if you're really concerned with defending yourself against attack, and I'll always be against those sorts of bans.
