Norway had troops in Iraq and I think still has troops in Afghanistan. They are a legitimate target in the Global War on Terror as a result.

UPDATE: At least 7 people were killed in the bombing on government buildings in Oslo.
At least 10 more died at the camp, on an island outside Oslo. Some guy made a killing spree attack on young people at a governing Labour Party youth camp. Several people from the island camp are still missing.

Come to think of it, I may need to clarify: We do seem to need more police. Real police. With more resources&stuff.
However, the only ones in politics that seem to agree with that, are the LibProgs ("FrP" in Norwegian), which is about as far-right as you can get and still keep a pretence of respectability. (in fact, the Encarta once labeled them as Neo-Nazis. And you don't have to go all that far to the left to find people who agree.) They also want just about everything commercialised, to the point where failure to get on MTV more than once per month, means being sub-human.
And Norwegian society is already getting overly sterilised and anti-diversity, where failure to fit in means you're effectively Untermensch, and everything you do is wrong.
Except, of course, when that diversity is foreign. Then that diversity is to be embraced to the point where no sane demands can be voiced, or else you're a fascist. Then you're in with the crowd that says everything the foreigners ever do, is wrong.
To clarify: I myself don't mind foreigners per se. I even married one.

If he gets declared insane (which I doubt) he can still be locked up for forced psychological treatment which will last however long they deem him a danger to society (i.e. for the rest of his life).
So in practice it will be the same as a jail sentence except instead of being locked up as punishment, he'll be locked up for threatment.
