there were already plenty of blacks and mexicans immigrating to the US one way or another at that point, the boost in the number of immigrating blacks and mexicans after that wasn't that much larger.
the communities that experienced the fastest rates of growth after that were people from far away places like south asia, oriental asia, and the mid east.
and all those communities have higher rates of employment, higher education, higher IQ, lower crime rates, and work for less at American businesses than their white counterparts. I simply do not understand how in a country that does not suffer overpopulation people are complaining about workers more skilled than their own coming to spend their money and work for their economies.
