MIAMI - The deputy press secretary for the U.S. Department of
Homeland Security was arrested Tuesday for using the Internet to seduce what he thought was a teenage girl, authorities said.

Brian J. Doyle, 55, was arrested at his residence in Maryland on charges of use of a computer to seduce a child and transmission of harmful material to a minor. The charges were issued out of Polk County, Fla.

Doyle, of Silver Spring, Md., had a sexually explicit conversation with what he believed was a 14-year-old girl whose profile he saw on the Internet on March 14, the Polk County Sheriff's Office said in a statement.

The girl was an undercover Polk County Sheriff's Computer Crimes detective, the sheriff's office said.

Doyle sent the girl pornographic movie clips and had sexually explicit conversations via the Internet, the statement said.

During other online conversations, Doyle revealed his name, that he worked for the Homeland Security Department and offered his office and government issued cell phone numbers, the sheriff's office said.

Doyle also sent photos of himself to the girl, but authorities said they were not sexually explicit.

On several occasions, Doyle instructed her to perform a sexual act while thinking of him and described explicit activities he wanted to have with her, investigators said.

Doyle later had a telephone conversation with an undercover deputy posing as the teenager and encouraged her to purchase a web camera to send graphic images of herself to him, the sheriff's office said.

He was booked into Maryland's Montgomery County jail where he was waiting to be extradited to Florida, the sheriff's office said.

There was no immediate response to messages left on Doyle's government-issued cell phone and his e-mail, and he could not be reached by phone at the jail for comment.

Homeland Security press secretary Russ Knocke in Washington said he could not comment on the details of the investigation. "We take these allegations very seriously, and we will cooperate fully with the ongoing investigation," Knocke said.

Doyle, who is the fourth-ranking official in the department's public affairs office, was expected to be placed on administrative leave Wednesday morning.

Deputy Press Secretary for U.S. Department of Homeland Security Arrested on Polk County Charges

Brian J. Doyle, DOB 4/7/50, the Deputy Press Secretary for the U.S. Department of Homeland Security's Office of Public Affairs in Washington, D.C., was arrested this evening at his residence in Silver Springs, Maryland, on 23 Polk County charges related to the use of a computer to seduce a child and transmitting harmful materials to a minor. Doyle's arrest is the result of a joint investigation by the Polk County Sheriff s Office, working with Florida’s 10th Judicial Circuit State Attorney Jerry Hill s office, and the U.S. Department of Homeland Security Inspector General s Office.

The Investigation
On March 12, 2006, Doyle contacted a 14-year-old girl whose profile was posted on the Internet, and initiated a sexually explicit conversation with her. The girl was actually an undercover Polk County Sheriff s Computer Crimes detective. Doyle knew that the girl was 14 years old, and he told her who he was and that he worked for the U.S. Department of Homeland Security. During future online chats, Doyle gave the undercover detective posing as a 14-year-old girl his office phone number and his government-issued cell phone number, so that they could have telephone conversations, in addition to their online chatting. Doyle used the Internet to send hard-core pornographic movie clips to the girl and used the AOL Instant Messenger chat service to have explicit sexual conversations with her. The investigation revealed that the phone numbers given to the detective were in fact Doyle s, and that the AOL account used was registered to Doyle. Doyle also sent photos of himself to the detective, which were not sexually explicit but did serve to further positively identify him.

The Conversations
On many occasions, Doyle instructed the victim, whom he believed to be a 14-year-old girl, to perform a sexual act while thinking of him, and described explicit and perverse sexual acts he wished to have with her, in addition to sending her numerous obscene .mpg files (digital movies). He also had sexually explicit telephone conversations with a detective posing as a child on his office line and cell phone. He attempted to seduce the girl during their online chats, encouraging her to purchase a web cam so that she could send graphic images of herself to him, and promised her that he would likewise send nude photos of himself. Many of the conversations he initiated with the victim are too extraordinary and graphic for public release.

The Charges
On March 27, 2006, Tenth Judicial Circuit (FL) Judge Neil Rodenberry viewed the pornographic movies in question and found probable cause to believe the material sent over the Internet by Doyle was Harmful to Minors, as defined by Florida State Statute 847.001(6). The next day, March 28th, 23 felony charges were direct-filed by Assistant State Attorney Brad Copley and a warrant for the arrest of Brian Doyle was signed by Judge J. Dale Durrance. The charges are as follows: 7 counts Use of a Computer to Seduce a Child, and 16 counts of Transmission of Harmful Material to a Minor.

The Arrest
Brian Doyle was taken into custody at 7:45 p.m. this evening at his residence by the Montgomery County Police Department and booked into the Montgomery County Jail on the Polk County charges, where he will await extradition to Polk County. Agents with the Department of Homeland Security Inspector General s Office, the U.S. Secret Service, the Montgomery County Police, and the Polk County Sheriff’s Office also served a search warrant at his residence, during which they seized his home computer and other materials relative to this case.

We will go after child predators, no matter where they live, to protect our innocent children, says Polk County Sheriff Grady Judd. This investigation shows that the long arm of the law can reach anyone, anywhere, anytime, who tries to harm our youth. There is no question that Doyle believed that he was having these disgusting, obscene discussions, on-line and on the phone, with a young girl. His conduct is vile and inexcusable.

Homeland Security Department was put on unpaid leave Wednesday after being charged with preying on a child through online sexual conversations with an undercover detective who was posing as a 14-year-old girl.

Homeland Security officials said Brian J. Doyle, the fourth-ranking spokesman at the department, was put on "non-pay status" following the charges late Tuesday. Doyle, 55, was expected to appear in court Wednesday afternoon in suburban Maryland, where he lives.

"The department is cooperating fully with the ongoing investigation into the allegations against Brian Doyle," said Homeland Security press secretary Russ Knocke. "We take these allegations very seriously."

Knocke said Doyle's security clearance, employee badge and facility access permissions have been suspended. The department's inspector general also is investigating the charges, which say Doyle revealed his name and his employer and offered the numbers of his Homeland Security-issued office and cell phones during online conversations.

Doyle joined the federal government as a civil service employee shortly after the Sept. 11, 2001, terror attacks, working at the
Federal Aviation Administration and the Transportation Security Administration. He joined the Homeland Security's press operation last summer.

A former colleague said Doyle is divorced.

The charges, by the Polk County, Fla., Sheriff's Department, accuse Doyle of finding the teenager's profile online and allege that he began having sexually explicit conversations with her on the Internet on March 14.

Authorities said he sent her pornographic movie clips, as well as non-sexual photos of himself, officials said. One of the photos, released by the sheriff's office, shows Doyle in what appears to be DHS headquarters. He is wearing a Homeland Security pin on his lapel and a lanyard that says "
TSA."

On several occasions, Doyle instructed her to perform a sexual act while thinking of him and described explicit activities he wanted to have with her, investigators said.

Authorities arrested Doyle on Tuesday at his Silver Spring, Md., home as he was online with the "girl." The undercover detective had called Doyle at work and said she got a Web camera, as he had asked her to do, and wanted to test it out, said Carrie Rodgers, Polk County Sheriff's Office spokeswoman.

"He said he would get on the computer when he got home from work so we knew he would be on," Rodgers said. "When (police) went to his door, he was on the computer in the middle of a conversation with the girl."

He was booked into the Montgomery County Detention Center. Doyle also faces a charge of transmission of harmful material to a minor.

"He said last night that he was going to waive extradition. If he does that, we may have him back by the end of the week," Polk County Sheriff Grady Judd said Wednesday. "He could get to court today and some lawyer may say 'no, you don't want to do that.' The bottom line is we don't know when he's coming back."

Law enforcement agencies in Florida and other states have focused on conducting stings in recent years to catch people trying to lure children for sex over the Internet. The agencies set up fake profiles of young boys and girls and then wait for predators to take the bait.
