Basically, it's two similar pictures of NO flooding victims wading through water carrying food/water. One of the pictures has white people, one black. The one with the whites refers to them as having "found" food/water in a grocery store; the latter refers to the black man as having "looted" the food/water from a grocery store. Interesting word choice.
