So, I want to buy a Violin of a low price, and good quality.
I see some electric violins for $130 on eBay, but I'm not sure of their performance.
Can anyone tell me the ways of instrument shopping?

The markup on new musical instruments, in general, is EXTREMELY high. Your best bet is to buy a used one and make sure you can get a refund if you're not satisfied with its performance.
If at all possible, you should try out the instrument you plan to buy before purchasing.

go into a local music shop and try out the various types of violins BUT dont buy them...ask for the model number and order it ONLINE...way cheaper dude
