I know I'm ignoring your first specification for what you want (purely instrumental), but I'll still recommend Dub Narcotic Sound System. Their sound is very very similar to Meters but with Calvin Johnson's great deeeeep voice. They do have a lot of instrumental songs and instrumental versions of songs which normally have vocals.
Plus good 'ol Calvin puts on one hell of a show.
