The Dimocrats here in the US made that a conscious choice of US policy back in the Kennedy-Johnson era [middle 1960s when they controlled Congress and the White House].
Their thinking was that immigrants from lesser developed countries should be favored instead of Europeans [and people of European descent] -- both as a matter of "fairness" and because such immigrants and their descendents were more likely to become Dimocrat voters than Republican voters. [In part, this because the Dimocrats give such immigrants plenty of government handouts, creating generations of dependency and 'second class' citizens who stay on the dole indefinitely.]
so far, the policy has worked exactly as the Dimocrats envisioned -- at the expense of importing a lot of people from second and third world cultures who haven't assimilated into America very well at all and spending trillions in government resources.
